Lore:
Arcane was the first flower successfully created to help Silver out, with the task to explore and bring back materials. But when Silver used those materials to create a second flower, one that didn't have Arcane's flaws, he began to feel inferior - and afraid of being replaced and abandoned, unable to see that this flower was made to ease Arcane's workload, he instead started to work harder and spend even less time at home. Which lead to the creation of a third flower, making Arcane work harder still...

The more flowers Silver made, the more Arcane felt like an outcast or vestige of a bygone time and the more desperate he became to stay as something useful. He's so busy working that he rarely comes back to the emporium anymore unless strictly necessary, as his "home" feels like a foreign place.

Personality:
Arcane hides a lot of what he thinks and feels, acting okay but soon slinking away when uncomfortable or hurt. At his core, he's very insecure and often feels reminded of his own obsoleteness. He needs Silver to keep him alive and worries about being abandoned if he's not useful enough, so Arcane often stays out working until it almost kills him. Even when Silver convinces him he's loved no matter what, it's temporary; seeing the other flowers work and be useful digs at Arcane until the fear of being left to die overpowers him again.

Arcane isn't able to feel empathy for anyone but Silver. Part of him dislikes the other flowers of the emporium, since they took his home away and drain Silver to create, but he knows Silver cares for them a lot so he's never been hostile to them. He just avoids them and gets uncomfortable if forced to interact. Honestly, he's curious about a lot of what the other flowers do, but has a weird sunk-cost fallacy about how he's already avoided them too long to approach now. It's easier for him to work himself to death than it is to try and unpack his feelings or confront anyone about how he really feels.

Physical notes:
Because he was Silver's first successful creation, Arcane isn't fully stable. Think of him as a snowball; tightly packed together but by no means a solid object. As time passes and he gets low on energy the magic containing him slowly begins to come apart, and the only one who can fix and stabilize him is Silver. This is why he's desperate not to be forgotten or deemed fully obsolete.
When Arcane gets lower on energy his shine gradually dulls and his colors get darker. When he gets critically low he will also begin to flicker and glitch out; this can mess up his movements, senses, and abilities, so if he hits this state it's vital for him to get back to Silver.
Arcane can create vines and pellets just like Flowey from Undertale - but he actively hates using pellets, since they use up bits of his energy! Vines he can at least reabsorb, so he's more alright with using those.
He doesn't really have roots! He doesn't need 'em. He's just a flower-shaped piece of magic after all, not a real flower. He can make fake roots using vines if he has to, though.

Other notes:
Arcane was originally made to patch a plothole in my friend Silver's setting. He's based on Flowey, like most of the other flowers in the setting, but only in appearance and ability.
Silver has by now realized that Arcane's only being hurt by the attempts to make him helpers, and instead tries to make sure he stays safe while on the field. A tracker, little candies to help him stay stable if Silver's not around, equipment to make traversing certain areas safer, that kinda thing.
He has an easier time talking to strangers than to his family. He can't find the words when talking to someone he has opinions on.
Arcane is unwilling to try and ingest anything that isn't water or Silver's magic, not knowing how it'll react to his body.
He suspects there were other flowers before him, ones that fell apart and died within minutes or hours of creation, and that this is why Silver knows so well what would happen if Arcane didn't get restabilized regularly.
Arcane would love to be permanently stabilized - but right now the only way to do that would be to put his consciousness in a new body, and he has no core to store that consciousness in, so it'd kill him to try.
Since he's always been around but appears rarely and always tends to hide away when he does, a bunch of the other flowers think he's a cryptid or something.
