Personality:
Despite being a villain, Vortex is surprisingly clueless. Certainly, he has a sadistic streak and is perfectly willing to kill, but ... he is also easily distracted and impressed by everyday items. If he's not on a specific mission, he can and will get sidetracked by the world around him and really cause no harm at all.

Vortex has an unhealthy obsession with Devic and refers to him as "demon" or "toy", seeing him as more of a belonging than a person. He finds it funny when Devic gets enraged/hostile and will gladly fight him - but he does truly care about the demon and wants to bring him back home, no matter how Devic feels about it.

Lore:
He was stolen from his parents by a dimension-traveling shadow being and was raised in a secluded, dark world. Having been a toddler when he was taken, Vortex grew up knowing nothing but this darkness, and even started calling the shadow being "Father". But Father considered Vortex more of a tool than a person and only paid him attention when he had use for him, leaving the poor guy to fend for himself most of the time. When he failed to find food, or when he got ill, Vortex was forced to deal with it himself; even when he got sick with a papilloma virus, causing bone-like growths to dig through his skin, Father did nothing to help him.

Only when he was doing the things Father asked of him would he earn attention and encouragement, and Vortex quickly learned to enjoy the cruelties the shadow being demanded. Father, unable to take physical form for long nor leave the shadows, would drop Vortex off in other worlds and have his minion go on destructive sprees to create chaos and turmoil.

That was his purpose until Vortex was given a gift; a survivor from his most recent attack, namely the demon Devic. For Father, it was almost an afterthought; a toy to keep his minion from getting too lonely and needy. For Vortex, this toy was the only other company he'd ever been allowed. So although he played with and tormented Devic as he would a toy, encouraged by Father to hurt him, Vortex tried his best to keep the demon alive and well-ish despite now having to feed two people... And when Devic escaped, Vortex didn't take it well. Though Father was not willing to look for the demon, being alone again was taking too big a toll on Vortex, so a compromise was reached. Instead of being left alone in the dark world when Father was busy elsewhere, the shadow creature began to drop Vortex off in various other worlds, allowing him to search for Devic on his own time.

Other notes:
When he's around, Father is often depicted as disembodied eyes and shapes floating in the shadows, but he can make the shadows larger, solidify them, or turn them into a kind of dark mist. This means that when Vortex is out and about, his shadow can contain these eyes and even take form around him.
Vortex has not been allowed friends, as that may compromise his loyalty to Father. Should he get too close to befriending someone during his search and Father notices, he will be taken back to the dark world in an instant. Knowing this, Vortex is somewhat hesitant to stay around any one person for too long. This is also why he is so attached to Devic.
Vortex relies entirely on Father for dimensional travel - but he can contact Father by calling out for him at any time. He does not like to do so as Father expects him to manage by himself, but can cry out for help in a pinch.
Vortex cannot read. He can talk fine, though lacks knowledge of most items.
Vortex legitimately considers the shadow being to be his dad. Father seems ambivalent to this.
